The Legislative Leadership Conference is the staple fall event that prepares the ACCG membership for the upcoming legislative session. Attend this conference to learn more about the issues expected to come before the Georgia General Assembly in 2025 and, most importantly, to attend the Business Session to vote on the 2025 Policy Agenda and Legislative Priorities.

ACCG Membership to Vote on 2025 Policy Agenda and Legislative Priorities.
County officials are encouraged to attend the business session on Thursday, October 10 at 1:30 p.m. to vote on the Proposed 2025 Policy Agenda and Legislative Priorities. The business session presents the opportunity for the entire ACCG membership to vote on the issues the association’s policy team will take before the General Assembly and Congress.
If your county appointed a voting delegate, voting credentials can be picked up on Thursday, October 10 from 8:15 a.m. – 12:30 p.m. at the registration desk in the lobby.
*Note: If your county does not designate a voting delegate, the voting delegate shall be the chair or sole commissioner or his or her designated member of the governing body (a county commissioner).

Renowned Author, Award-Winning UGA Professor Dr. Charles S. Bullock, III, to Speak on Southern & Legislative Politics, Elections & Electoral Systems


Opening General Session

Dr. Charles S. Bullock, III, is an award-winning distinguished professor of political science at the University of Georgia. He is also a renowned author, co-author, editor and co-editor of more than 30 books and more than 250 articles and chapters, with his work published in major political science, public administration, and education journals. Dr. Bullock holds the Richard B. Russell Chair in Political Science and is Josiah Meigs Distinguished Teaching Professor and University Professor of Public and International Affairs at the University of Georgia. He has been recognized for outstanding teaching by the Department of Political Science, the Honors Program, and the Student Government Association. In 2015, Dr. Bullock was named University Professor, an honor bestowed on faculty who have had a significant impact on the University of Georgia beyond normal academic responsibilities. His areas of expertise include legislative politics and southern politics. As the featured speaker for Legislative Leadership Conference, he will offer his professional expertise and insight on southern politics, legislative politics, and elections and electoral systems leading up to the 2024 general election.

Thursday, October 10 - Block #1
2:30 p.m. – 3:15 p.m.

Exploring the 2024 Tax Reform Package – House Bill 581, the comprehensive property and sales tax reform package of the 2024 legislative session, will be posed to voters in this year’s general election. This session will explore the many components and implications of this proposal.

Housing Resources with the Department of Community Affairs – Housing affordability and accessibility continue to remain a major issue for many Georgia communities. The Georgia Department of Community Affairs will share information on their various housing assistance programs. Recent legislation on the housing front will also be discussed.

The Future of Public Safety is Now with Next Generation 911 – Next Generation 911 is a digital, internet protocol (IP)-based system that will replace the analog 911 infrastructure and will enhance emergency number services to create a faster, more resilient system. This session will provide a status update on Next Gen 911 implementation in Georgia and what is expected for the 2025 legislative session.

Cherokee County’s Investor-Owned Housing Analysis – Georgia’s metropolitan areas are facing an unprecedented wave of institutional investors buying up existing and new entry-level, single-family housing stock and turning it into rental housing. Learn how Cherokee County has identified these investor-owned homes and how its analysis can be duplicated in other counties to better understand how this has impacted the availability of owner-occupied housing.
